Richard specializes in economic development for the County of Monterey where he oversees several economic development efforts. He has extensive experience in business retention, attraction, expansion, marketing, foreign direct investment, and international trade efforts. With more than eight years of public sector experience, he works closely with public and private industry to bring capital investment, job creation and greater economic opportunities to Monterey County. Mr. Vaughn received his bachelor’s degree in Business Administration and master’s degree in Public Administration from California State University San Bernardino.
