Clint Harper is an aviation infrastructure and policy advisor with more than 27 years of experience spanning airfield planning, design & operations, statewide aviation planning, economic development, and advanced air mobility (AAM) integration. He advises industry, state and local governments, tribal entities, airports, heliports, and private developers on infrastructure readiness, regulatory alignment, and operational risk, with a strong emphasis on translating operational realities into actionable policy and planning decisions. His work includes supporting Supplemental Data Service Provider (SDSP) integration into UTM constructs, developing droneport and UAS policy initiatives in urban environments, advising on AAM integration concepts for international transit and aviation authorities, and leading heliport transition efforts that combine safety and compliance audits, staff training, and SOP development. His background also includes serving as the Advanced Air Mobility Fellow for the City of Los Angeles, supporting NASA’s ATM-X program on community integration, and managing complex airfields and special-use airspace during his U.S. Air Force career. Clint is actively working with Indigenous communities in the United States and New Zealand on culturally grounded approaches to AAM integration and holds a Master of City and Metropolitan Planning and a Graduate Certificate in Urban Design.
