Emily Warren

Emily oversees policies and programs focused on autonomous and zero-emission vehicles, advanced aerial mobility, and other novel technologies across all CalSTA departments. She coordinates agency efforts to deploy innovative solutions that advance CalSTA’s core four priorities of safety, equity, climate action, and economic prosperity.

Before joining CalSTA, Emily spent 13 years in the transportation technology industry, including early-stage policy leadership roles at Lyft, Lime, and Embark Trucks. She began her career as an aide to a Member of Congress from San Diego. Emily holds a BA from UC San Diego and an MPA from the University of Pennsylvania. She serves on the Leadership Council of the National Center for Sustainable Transportation and the advisory board of the UCLA Institute of Transportation Studies.
