Jessie Denver is the Lead Advisor for Zero‑Emission Vehicle (ZEV) Markets at GO-Biz, where she advances the transition to low‑ and zero‑emission transportation across medium‑ and heavy‑duty sectors, including freight, rail, maritime, and aviation. She leads cross‑agency, utility, port, local government, and industry partnerships to accelerate ZEV and infrastructure deployment, address market barriers, and scale practical solutions. Her work informs forward‑looking policies, guides strategic public investments, and strengthens California’s ZEV market.
She plays key roles in statewide initiatives, co‑chairing the Central Delivery Team for freight infrastructure and the Innovative Clean Transit Zero‑Emission Bus Task Force. Jessie also serves on the Interagency Working Group on Advanced Air Mobility, is an appointed member of the South Coast AQMD’s Technology Advancement Advisory Group and contributes to public‑private efforts to expand ZEV infrastructure in the LA Basin ahead of the 2028 Olympic and Paralympic Games.
Jessie has more than two decades of experience in climate and clean energy policy. Before joining GO-Biz, she led Transportation Electrification strategy at Ava Community Energy and previously served as the City and County of San Francisco’s Senior Distributed Energy Resources Manager and the Energy Officer for the City of San José. She has also held faculty roles at San José State University and UC Berkeley Extension. Jessie holds a Master’s in Environment and Community Planning from Antioch University and a Bachelor of Science in Environmental Science from Cal Poly Humboldt.
